It is often said that the digital battery passport is based on decentralized systems. Does this mean blockchain?

The regulation states that the battery passport should be “based on a decentralized data system”.
However, the use of blockchain is not mandatory, although the use of blockchain or distributed ledger technologies (DLT) in general can make perfect sense in this context.
